Neglect of my uncle

My uncle is in room 59 in 3B. I visited until near the end of allowable visitation. My uncle was on IV when I left. I returned the next morning near 10 am to find completely restrained , no IV, and severely dehydrated. His lips were white, as was the inside of his mouth. This is neglect at the very least.
